Why is not the right button not always working at the first click?
I often have to click several times (2-10) to make it work correctly.
I changed to a new mouse, but it's still the same.

If you're talking about in a browser, then the website may be purposely blocking context-menu actions.
Disable JavaScript (even temporarily) & see if context-menu functions return, immediately (or at least after a page refresh).

The problem occurs everywhere in the System, in the program, simply everywhere.
I use only the most popular shells in the Menu (such as what users use) so this should not be a problem.

Normal trouble shooting procedure in such a case is
Use ShellExView from Nirsoft and disable succesive all non Microsoft context handlers until the problem disappears.
Take the right one for the bitness of your system and if its x64 don't forget to also take the 32bit option.

Unfortunately, this does not solve the problem.
If I click very quickly everything works correctly, but as I normally click, it does not work correctly or works randomly, so I have to click many times!

In very many cases, this applies to Windows 10, I have Windows 7 and here there is no effective solution.
