formatfiletime or another syntax to display time resolution to the seconds ONLY

Does formatfiletime($dm:) or formatfiletime($date-taken:) have a resolution I can choose ? for example display both date and time where time is to the seconds only and not milliseconds? Is there any other syntax such as formatduration() to display the date along with the time ?
