Is there a way , rather than going to the drop-down, to enter the previous search using the keyboard without having to set 'use previous value' in options?

It sounds like I misunderstood the question.
What do you mean by "set 'use previous value' in options", @harryray2?

For me, that's the setting in Everything 1.5:
Tools -> Options... -> Home -> Search: Use last value

I have listed Ctrl+H because you can make a selection from the most recent searches ("Search History").
