Tooltips On/Off view menu item

Although there are permanent settings to control tooltips, notably /listview_tooltips=0 (off) 1 (on)
They are probably something to turn on/off at different times, for the reason they tend to block the thumbnail you're looking at, but at other times can be useful.
* Under menu View, along with Folders Preview Filters, there could also be Tooltips, that would alter /listview_tooltips or perhaps better /listview_tooltips would provide the default for the session and the use of this menu wouldn't write any permanent configuration.
* In having them disabled it may be a key combo like Ctrl-Alt could override and cause the current item's tip to pop up.
* Perhaps tooltip isn't the best name, since these aren't tools. Maybe something like InfoTip or FileInfoTip.

Please consider creating a bookmark to toggle listview tooltips:

• In Everything, from the Bookmarks menu, click Add to bookmarks....
• Change the Name to: Toggle InfoTips
• Change the Search to: /listview_tooltips=!
• Click OK.
